I know your dilemma. I was having the same issues with deciding what to go as to the Halloween party I have been invited to. Especially since I am cuddly and curvaceous and going through party hiring stores is am embarrassment.
1So, my suggestion is: The Joker !!! [I am going as the Joker]
I am working of the jokers main costume. You could go as the nurse of soldier. 2
Now basic things you will need 4
5. A patterned shirt.[ If you don't want to pay a shit load visit some charity stores]
. A Jacket & Pants [Suit] You can get away with black.
. Gloves [Purple or Black]
. Face Paint [ Toy stores have it] so would Party hiring places
. Paint brushes & or other tools for face painting
.Green hair spay [There are a number of product you can use]
Other things: Tie & Vest [You can get cheap at charity stores]

Obviously you can do this on a budget or you can go all out. Some party stores now even have the constumes you can hire, or even ebay. Using online and canvasing some stores is the best way to go. 11

Never really thought about how I could dress up as a female version of that character... although, I must admit I'm a bit relunctant of the hairspray and all the makeup
