It is the opinion of the National Security Council, as reached through Sub Rosa deliberation, that The New Strategic Energy Alliance, and the military and industrial motives that drive it, pose a clear and present danger to the national security of the United States and its Allies abroad. In order to properly address this threat, the NSC proposes the following measures: 5

1. The Formation of an organization through Executive Order of the President, and with the Backing of the Senate, namely the members of the National Security Council, that will operate abroad in order to address such threats as the NSEA outside of the purview of the Federal Government, though still supervised by a small and select committee of trusted officials.6

-The nature of this enterprise being covert and potentially harmful to the United State's image abroad, this organization must be created and ordered in a way that enables it to operate free of major oversight, and to act outside the traditional chain of command. With this goal in mind, the National Security Council proposes that this organization be added to the discretionary budget alongside the Central Intelligence Agency. The Council further suggests a temporary suspension of the Eminent Domain Clause of the Fifth Amendment, though still regulated with extreme and cautious prejudice, in order to fund and supply this organization outside of Federal Supply Lines. 7

-the Council further suggests that this organization be given latitude to choose its personnel from whatever fields needed, while still maintaining anonymity. The Council believes that potential members of this organization could be drawn from both government and civilian fields and vocations as needed, and should, in order to maintain security and the satisfaction that allows it, provide financial rather than, or perhaps as well as, federal rewards. This being said, such employees as may be drawn from the Government workforce must be effectively removed from that service, in order to dissolve whatever ties to the Federal Government might be present. 8

-the Council further suggests that the organization be given jurisdictional freedom, including the right and responsibility to act both within and beyond the national borders as needed to ensure and safeguard National Security. 9

-the Council wishes to reiterate that this is not intended to operate as a military organization, nor an intelligence organization, but rather as a tool to subtly and carefully effect the global political landscape in the best interests of the United States. With that in mind, the Council proposes that ex-Secretary of State Alexandria Smith be appointed head of this new organization and tasked with the efficient organization and formation of it. 10
