1. You must trust completely and everything about the other person. If trust is questionable, then so is your friendship.1
2. Never lie unless it is completely necessary and even then, put more truth than lies into your fib.2
3. Do not throw away your friendship for anything or for anyone,including your parents. They are human and that means that they will make mistakes too.3
4. Fighting is normal but be the first to apologise. Do not wait for an apology because they could be waiting for on too. A fight should not keep your two apart.4
5. Take time to know and understand your best-friends emotions, (What do they do when they are upset? Where do they go? How do their face expressions differ?) If you can give them a hug without them telling you what wrong, that lets them know that they you care.5
6.Never date an ex of theirs without their knowing and permission.This rule is particularly important because if you do then they get mad, she/he is going to think you were plotting while they were together.6
7. Never try to take control of your friends life because friendship is a choice, a democracy, and a right...not a communist system. 7
8. If you are asked of for advice then give it but never ever give criticism that is demeaning or hurtful. If you really think what they're about is definitely a no, let them down easy8

Just a couple of things that I thinks should be valueable when you have a best friend. I am not yet finished with it but I figure that I'd type them as fast as I can get them to come to me. If you would like me to add one that you thought of and is not yet up, please let me know. ok thanks.
