Vascan Leagends volume1 The Begining of the world

Before time had started there was only one being, the imortal mother of the gods (whose name escapes me).1

She decided that her existace was lonesome and so created a set of lesser gods to serve under her. these lesser gods started out with no powers as they were just to serve as company. Later on she again felt incomplete and realised that she needed to create something more. She created people , milions of ordinary mortal people who could decide forthemselves what they'd do and what theyd beleive. She then created a world for them to live on and once they were there living their lives oblivius of the fact that they were being wached and protected from above, she felt content and so made one final act. She gave the gods between her and the mortal people the blesing she'd given the mortals, free will. with it she asked each of them to chose one power each which they did in turn. Once the last power had been taken the Godmother faded out of existance leiving the remaning gods to cooperatly run the earth.
