i write short horror stories and put many of them in one book along with poetry iv written. i would like to find a good publisher who is not a self publish publisher.more what im looking for is a free publisher cuse I KNOW THOSE WHO COST MONEY ARE RIPOFFS IV USED THEM.i want a publisher who is a real publisher who promotes your book for real and really gets you in book stores. i would also like to find an agent who does not cost thousands of dollars to use.also one that doesnt charge to read the manuscript. iv heard those are not any good. if you could give me websights for ether i would be very thankful.

An agent shouldn't cost you money either, FYI. Agents take a portion of the profit.
As to places who would read your work, what kind of stories do you have in your ready-to-submit cue. I can give you the links of a few publishers Iwo have published my work.

Give a man a fish.....
1. Go to your book shelf / book shop / library.
2. Find a collection of horror short stories similar to those you have written.
3. Go to the first page, the one with all the copyright details. It will have publishers name and address.
4. Go to publisher’s website and find submission details. It’s usually a tiny hyperlink on contact page.
5. If the accepting unsolicited manuscripts send it off and wait 4 months for rejection / acceptance.
6. Return to 1. and repeat ad tedium.
The only people who should be asking for money in this process are the post office.

no good publisher who publishes most those books in stores take unsolicited manuscripts they want you to have an agent to go through them. and i know agents cost money ether way but i dont want to fork out thousands of dollars just to being with them -

agents take a cut of the royalties
if they ask for money up front they are scammers.
For proper agents buy a copy of writers yearbook.

Agents who are legit, will not ask for money up front.
They will only take money (a portion of profits/royalties) IF they get you published.
As Oddities said above, if they ask for money up front, they are scammers and don't go with them.
Most of the time, it helps to go to your local bookstore and look in the Writing Guides (or Reference Guides) section. There you can find a lot of books with proper literary agent listings.
